Jefferson County, MO – The Missouri State Highway Patrol (MSHP) reported three arrests around July Fourth in Jefferson County. On July 3, 2025 at approximately 9:30 am Jospeh Barnard, age 47, of Alton, Il was charged with Driving While Intoxicated. On July 5 at approximately 8:15 am Chloe Rowland, age 19, of Imperial, MO was charged with Minor Visibly Intoxicated. On the same day Douglas Tate, age 78, of Dittmer, MO was charged with Driving While Intoxicated.

The above charges are mere accusation and not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
