CRYSTAL CITY, Mo. (Sept. 22, 2025) — A St. Louis man faces felony and misdemeanor charges following a traffic stop in Crystal City last fall that allegedly led to the discovery of cocaine and other violations, according to court documents filed on Sept. 18, 2025 by the Jefferson County Prosecuting Attorney’s Office.
William Chapin Pulju, age 42, of St. Louis, was charged with one count of felony possession of a controlled substance and two traffic-related offenses after an incident on Nov. 2, 2024.
According to the complaint, a Crystal City Police officer stopped Pulju around 9:35 a.m. near 801 North Truman Boulevard. He was driving a black BMW bearing Missouri license plates registered to another vehicle. Authorities said Pulju’s driver’s license was suspended at the time.
During a search incident to arrest, police reportedly found a clear blue baggie containing a white powdery substance in Pulju’s pocket. The substance later tested positive for cocaine, according to the Missouri State Highway Patrol Crime Lab.
Pulju has been charged with possession of a controlled substance under Section 579.015, RSMo—a class D felony—as well as driving while license was revoked and displaying plates of another vehicle, both misdemeanors.
The above charges are mere accusation and not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
