FESTUS, Mo. (Oct. 15, 2025) — A Festus man has been charged with first-degree stalking after allegedly following and photographing a man in violation of a court-issued order of protection, prosecutors said.

According to charging documents filed in the Jefferson County Circuit Court on Oct. 14, 2025, Kevin Lane Taylor, age 55, of Festus, is accused of engaging in a pattern of stalking behavior between Sept. 29 and Oct. 18, 2024.

Prosecutors allege Taylor purposely followed the victim to multiple locations and took photographs of him with the intent to disturb him. Authorities say at least one of Taylor’s actions violated an order of protection issued on Sept. 5, 2024. Taylor was formally notified of the order on Sept. 19, according to the complaint.

Taylor is charged under Missouri law with first-degree stalking, a class E felony punishable under state statutes.

The above charges are mere accusation and not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
