FESTUS, Mo. (Sept. 27, 2025) – A Bloomsdale man has been charged with felony driving while intoxicated after allegedly operating a vehicle under the influence of alcohol earlier this year in Festus, according to a complaint filed by the county prosecutor’s office on Sept. 25, 2025.
Troy Michael Rhives, age 48, of Bloomsdale, is accused of committing the Class E felony on Jan. 12, 2025, near Shapiro Drive. The charge, filed under Missouri Revised Statute 577.010, states Rhives was driving while intoxicated and is considered a persistent offender.
Police said in the probable cause statement that during the traffic stop they observed Rhives with glassy bloodshot eyes, swayed when he exited the vehicle, and smelled alcohol on his person.
Prosecutors cite two prior convictions in support of the persistent offender designation: a 1997 DWI conviction in Arnold Municipal Court stemming from a 1996 incident, and a 2003 conviction for driving with excessive blood alcohol content in Jefferson County Circuit Court related to a 2002 offense.
If convicted, Rhives faces mandatory incarceration of at least 30 days before becoming eligible for probation or parole, in accordance with Missouri sentencing guidelines.
The above charges are mere accusation and not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
