Festus, MO – On July 14 2025, the Festus City Council approved a new city ordinance, Chapter 205.055 the banning of feeding feral cats within city limits. The new ordinance states, “It shall be unlawful for any person to intentionally feed or provide food or water to feral cats within the city limits of the City of Festus,” and “No food or water intended for feral cats shall be placed outdoors on public
or private property in a matter that is accessible to feral cats.”

The exception to this rule is someone who feeds feral cats for no more than 5 consecutive days for the purpose of trapping it for sterilization or relocation. Anyone temporarily feeding feral cats longer than five consecutive days requires approval from the Animal Control Officer.

According to the City of Festus, anyone violating this ordinance the first time will be warned, the second time will be a fine no more than $100, and the third time will be a fine no more than $250.
